All About the OT Licensure Compact

If you’re an occupational therapist or an occupational therapy assistant, chances are good that you’ve heard of the OT compact, which will start issuing compact privileges later this year. But if you’re a new grad or someone considering a career in travel occupational therapy, you might not be as knowledgeable about what the OT compact can do for you. Read on for a guide on the OT compact and how it can help further your career when applications open up in mid-2025.

What’s the OT Compact? 

The OT compact is a list of states that agree to honor each other’s occupational therapy license. Once a state’s government has agreed to be a part of the OT compact, they agree that any occupational therapist and occupational therapy assistants licensed in good standing in a compact state can practice in any other state, once the compact is effective. 

What States Will Be a Part of the OT Compact?  


Currently (as of March 2025), there are 31 states that are ready to join the OT compact.

States With Pending Legislation to Join the OT Compact 

  • Florida  
    • CS/HB 909 had its first reading in March 2025. 
  • Massachusetts   
    • H427 and S256 were both introduced and referred to the committee on Consumer Protection and Licensure in February 2025. 
  • Michigan 
    • House bill 4103 was introduced in February 2025 and referred to the Committee on Health Policy. 
  • Nevada 
    • SB34 was referred to the Committee on Commerce and Labor at the end of 2024. If passed, this means that Nevada would join the PT and OT compact. 
  • New Mexico 
    • HB 81 passed the New Mexico House of Representatives in February 2025. The bill is currently in front of the Senate Judiciary Committee. 
  • New York  
    • S3598 was introduced in January 2025 and referred to the Higher Education Committee. If adopted, it will add New York to the OT compact, the PT compact and the Speech-Language Pathology Compact. 
  • North Dakota 
    • SB 2146 was introduced in January 2025 and passed the Senate later that month. It passed the House committee hearing and is awaiting a vote. 
  • Pennsylvania 
    • HB 482 was introduced in February 2025 and referred to the House Professional Licensure committee. 
  • Oregon 
    • HB 2357 was introduced and a public hearing was held in February 2025 with over 75 people submitting written testimony in support of the bill. A work session is scheduled. 
  • Texas 
    • HB 932 was filed in November 2024 and read for the first time in March 2025. It is currently pending in committee. 

States with No Pending Legislation to Join the OT Compact
