Pennsylvania Fully Implements Nurse Licensure Compact July 7, 2025

July 7, 2025 will be a great day for Pennsylvania nurses! It’s the day that the Nurse Licensure Compact is fully implemented in the state of Pennsylvania. This means that any RN or LPN who has their home license from Pennsylvania is eligible to practice in any of the current compact states.

And right now, there are plenty of compact states to choose from! Here’s list as of July 2025.

Guam has a partial implementation for the NLC. This means that nurses who hold licenses in Guam will still need to apply for a license in other compact states, but nurses from outside these states can work in Guam under their compact license. 

States with Pending NLC Implementation 

Both Connecticut and Massachusetts have signed bills to join the NLC but are waiting implementation. It’s not yet clear when the legislation will be fully implemented. 

States with Recent Legislation on NLC 

The following states have all had recent legislation to join the NLC, but it did not advance or pass in the state government. If your primary nursing license is issued from one of these states, consider contacting the state Board of Nursing to ask about an advocacy group to help increase the visibility of the NLC.

States with No Pending Legislation to Join the Nurse Licensure Compact 

The following states have no current or past pending legislation regarding the NLC. If you’re interested in working as an advocate for the NLC, please contact your state’s Board of Nursing. They may have a group working on an action plan to partner with state legislators and decision makers.
